If you never played Rebirth alone, you get an empty file. If you played Rebirth a bit before installing expansions, you'll get your save as it was at that moment. Its purpose is to import literally what it says: your Rebirth save file. Devs should really remove that "import Rebirth" button, seems to confuse a lot of people.
